BELCO offer services within the broad scope of management and development consulting. The core areas of service delivery include:

The mixes of services offered vary with the client and task. Our group of clients is wide in range, it encompasses: Regional Economic Communities and integration organisations; Government offices, Public authorities; Private sector investors; Financial Institutions; and civil society organisations. An assignment is carried out either based on:

  • Development of intervention or programme concepts,
  • A tender procedure with a given set of Terms of Reference (TOR) providing intervention objectives, expected outputs, input   and specifications; or
  • Project goal, activities and input parameters are identified and described in close dialogue between the beneficiaries, stakeholders, sponsors and BELCO management.


In either case BELCO will respond with a well-defined plan reflecting tasks, input staff, time schedules, milestones, other input requirements and cost estimate/budget. A team of consultants is selected from the BELCO staff and network; the latter includes consulting companies, individual industry experts, researchers and academic institutions. This procedure allows a quick launching of project activities, and it is cost efficient, as overheads are kept low.

The overarching goal in most cases of public sector support interventions is to assist with defining policy and build local capacity to implement it, make assessment of investment needs, support democracy building institutions and ensure rights.

To private sector clients and civil society organisations services include identifying partners (local, regional and international), do match making, and deliver preparatory viability assessments. In the next stages we assist by drafting basic company documents, company registration, elaborate detailed designs, develop training packages and manuals, train senior management staff, and assess further investment needs. Business strategy and concept development are crafted based on detailed studies of user needs, market and marketing aspects. In the final stage image creation, media strategy, e-concept tools and branding processes are defined. After implementation evaluation and audit procedures are applied.

The result would be a networked enterprise that meets international norms and standards on managerial, financial and technical grounds. It understands the local setting and operating environnement, respects rights, is change ready and acts in concert with market trends.
