2009-2010 ACP countries. Strengthening health conditions for Fishery Products in ACP /OCT Countries (SFP-ACP program). Capacity building and training in EU regulations on food safety for individual industries and associations; HACCP approach; Risk assessment and management; SPS and TBT agreements; Market access; Rules of Origin; Trade and Investment financing; Corporate management, Issuance of manuals. The main area of intervention for Module 3 was to provide support regarding food safety issues, as per the EC regulations, to the ACP fisheries industry including the entire commercial scale chain from capture fishing via post harvest treatment, transport, storage, processing and shipping including both marine and aquaculture based raw material sources. The interaction with the official food control and inspection system - the competent authorities - was also part of the training and workshop activities carried out. A total of 63 missions were carried out to 27 counties involving 191 enterprises, 291 training sessions and workshops and the execution of 1303 participant training days. 2009. Uganda. Awareness programme on Intellectual Property Rights. The mission encompassed a series of seminars at 3 locations in Uganda on the concept, actual legal context and administrative implementation and importance of Intellectual Property Rights in the context of Uganda’s trade policy and position in the international trade system. Client: EC (Business Development Support Programme)

2009. Tanzania. Evaluation of TRAPCA. This evaluation encompassed all aspects of this first LCD worldwide university level training and post graduate educational centre for international trade policy, economics and law. The evaluation encompassed all 5 criteria (relevance, effectiveness, efficiency, sustainability and operating performance) and included a critical review of the curricula, the staffing and its performance, the students’ perception and appreciation, and the longer terms educational a financial sustainability of the institution. The close cooperation between TRAPCA and notable the university of Lund and required visits to Sweden. Client: SIDA

2009. Zambia. Identification mission for a national plan for an incubator support system for SME development. The main parts included defining the overall system design and the legal, operational and financial framework for the central coordinating bodies and funding mechanisms. In addition 4 regional pilot incubation centers in different parts of Zambia were selted an the local participation secured. Team of 5 consultants:  2 international and 3 local consultants. Client. ZDA. Development partner: The Ministry of Foreign Affairs, Finland.

2007-2008. Kosovo. Trade Needs Assessment. A thorough analysis of policy gaps, institutional capacity shortcomings and supply side constraints with a view to enhance the international trade capacity, with focus first on regional integration,  of Kosovo during its transitory phase from a UN protectorate to a potential nationhood. Preparatory work for the eventual accession to the WTO and the rules based trading system, defining negotiating positions in the regional FTA (CEFTA) for Central and Western Balkan countries and customs territories. A particular component focused on IPR related issues. A tem of 4 consultants was managed. Client: EAR   

2007. Seychelles. Capacity Building In Support of Preparation of Economic Partnership Agreement.  Project # 164 – Seychelles. The objective of the project is to produce detailed macro-economic (and commercial viability) analyses of different scenarios for the Seychelles regarding the consequences for potential changes in the Rules of Origin on trade in fish products with the EC. The resulting chosen scenario will form the basis for the Seychelles strategic approach to the negotiations for its regional integration options with focus on Eastern and Southern Africa Region (EPA-negotiations), and other potential regional integration options. Client: EPA PMU (EuroAid)

2006-07.India. Trade and Investment Development Programme (TIDP). A capacity building project that aims to enhance the trade and export capacity within selected sectors including fisheries, agriculture products and textiles. Responsible for diagnosis, design and execution of a comprehensive training programme for the Export Inspection Council officers issuing Certificates of Origin among other based on the EU Rules of Origin and related understanding of EU RoOs and their interpretation.Trade economist/trainer with a team of 6 consultants managed. Responsible for Work Package 6 ‘Computerise the Issuing of Certificates of Origin, Training in Application and Actual Interpretation of the EU Rules for Origin, and Networking EIC and EIAs’. The existing on-line system for issuance of CoO was reviewed and improvements suggested. A direct link into the EC database on RoO was successfully negotiated and implemented. A study tour to UK, Brussels and Paris for 8 senior EIA officials was planned and executed. Client: EuropeAid.


2005-06 Africa 4 regions. Mid Term Evaluation of the programme: Amelioration De L’etat Sanitaire Des Produits De ACP Et PTOM (SFP programme. Prepare and carry our evaluation missions, organize a final workshop at Aidco including 4 other DGs and the ACP secretariat. The programme aims to improve the quality and volume of fish products originating from the countries under the Cotonou agreement in terms of improving first their capacity to carry out required inspection and control functions of an EU Competent Authority, train the professional staff and equip these with laboratory testing facilities, assistance is also offered to individual enterprises needing to implement HACCP and other relevant quality assurance procedures reflecting ISO standards. Aspects related to the SPS and TBT agreements are thus covered as are aspects related to international trade in particular the Rules of Origin criteria interpretation of not-wholly obtained products. Donor facilitation and coordination was an importent aspect involving (World bank, UN-system, FAO, AfDB and EC. Client: EuropeAid

2005 Sao Tome & Principe.DTIS Window 2 - project identification assignment, Consultancy aiming to identify urgent project activities that will push sustainable growth through participation of the private sector and thereby create much needed jobs. Particular attention paid to secure sustainability for teyh fragiole eco-systems in the project proposals. A capacity building project that aims to enhance the trade and export capacity within selected sectors including fisheries, agriculture, oil extraction industry services, and tourism. Team Leader for team of 2 consultants. Responsible for the identification of activities / projects that would act a strengthening of the enabling environment for private sector development. Project identification reports were submitted for the establishment of an independent trade and investment promotion agency, local business advisory service targeting the SME segment, and establishment of SME targeted financial facilities through commercial banks. 2005/06 Maldives. Diagnostic Trade Integration Study (DTIS). The DTIS is a key part of the Integrated Framework, with a prioritized action matrix as the main output. The study team covered comprehensively trade policy and facilitation, customs services, investment/industry policy and business support, tourism, fisheries, energy and knowledge sectors. Economic development options were identified within fisheries but also tourism, port & logistics, and knowledge services. A detailed macro-economic analysis was carried out aiming to focus the human development though job creation essentially and institutional capacity building TRTA. The Action Matrix identified the TRTA interventions needed to close policy reforms gaps and resolve supply side constraints, and actions needed to complete WTO commitments and obligations under the various agreements to pave the way for further international and regional integration, option for bilateral arrangements with EU were analysed. Agencies for investment promotion and atoll level business advisory services were proposed under the Action Matrix. Team leadership for 9 international and 3 local consultants. Responsible for study design, planning, execution and reporting. Organization, execution and main speaker at the national stakeholder validation workshop.Client: UNDP (World Bank, IMF, ITC, UNCTAD, WTO)


2005 Timor-Leste. Needs Assessment for Trade related Technical Assistance. The study focuses on the integration between trade policy aspects, institutional capacity building and economic growth within important sectors as fisheries, forestry, agriculture, tourism, and SME development. Client: AidCo

2004/05 Maldives. Identification of Needs for Trade Related Technical Assistance and Economic Development. Focus was on identifications of short term needs within trade policy capacity building and the preparation of a more comprhensive Integrated Framework to be commenced later in 2005,; consultations were held with EC, ITC and WTO. Further, proposals were made for particular economic development of the fisheries and tourism sectors. Client: AidCo.

2004 Lithuania. Preparatory studies for a Danish Lithuanian Joint Venture in food processing. Client: Private investors.

2004-04. Global- 16 countires in Africa, Asia adb Cribean/Latin America. 24 interventions executed within the transport sector in 16 countries were evaluated. The assignment included evaluation along the 5 criteria: Relevance, Efficiency, Effectiveness, Impact and Sustainability. Capacity building through technical assistance and training programmes were in focus including also aspects of governance, transparency and accountability. Recommendations were made as to how to improve project design and implementation arrangements in an environment of weak government institutions in economies where the absorptive capacity often is stretched to the limit. Team leadership for a team of 3 international and 6 local consultants. Responsible for overall execution of study and presentations at 2 final workshops: 1) For the NDF executive management, and 2) For the Board of Directors in Helsinki. Client: NDF (but also involving the lead donors in the transport sector as the AfDB, ADB, CEU, SIDA and the World Bank).

2004 Albania (Macedonia & Montenegro). Development of a sector wide economic model for fisheries, including investment plans for private sector operators. Detailed analysis of the requirements to be fulfilled for Albania to become an exporter of fish products to the EU-markets. Detailed plan for an investment promotion facility specially designed for the fisheries sector. Particular attention was apllied towards ensuring protection of the two ecologically fragile lakes Orhid and Skodra. Client: World Bank

2003-04 Poland. Establishment of a ‘Green’ System of the Production and Procession of Salmon. This innovative concept is based on enhanced animal (fish) welfare and will valorize wastes. The system includes all links from framing through slaughtering and transport to processing and result is a documented higher quality with a substantial improvement in the shelf life of final products ad fresh fillets and smoked products. Client: DFFE, Denmark, and private investors

2003-2004 Egypt. Preparatory studies of investment projects in the aquaculture sector. The activities include an economic and management assessment of the Egyptian aquaculture sector. A sector macro economic model was established to assess value added contributions at the different stages of the value chain. Client. Danida PS programme

04/2003 -04/2004 Global. Evaluation of NDF Transport Sector Activities World wide. BELCO was overall repaonsible for the evaluation of all transport sector activities co-funded by NDF globally. A total of 24 interventions in 16 countries within the airport, port, railway, road and capacity building sub-sectors. Client: Nordic Development Fund (NDF).

2003-08 ACP& OCT countries. Strengthening Fishery Products Health Conditions. Technical Assistance Framework Contract in ACP/OCT Countries (114338/C/SV/ACP. The framework contract at a total value of Euro 56.5 mio. aims to increase the value added to accrue to the member states through development and modernization of the fisheries sector. This entails capture as aquaculture activities in general and introduce fish health analyses, improve hygienic conditions and introduce HACCP procedures and establish public sector laboratories and training / educational facilities for the fish processing and aquaculture industry. Client: CEC/Europe Aid Brussels

04-12/2002 Southern Africa. Ex post Evaluation of the Danish Regional Assistance to SADC countries. The assignment included an in-depth assessment of the regional context and Danida’s design of specific regional development assistance programs witihn the environmental sector, media, Good Governance and women’s issues had high priority. Responsible for the macro/economic and aid policy aspects of the evaluation, which covers 11 countries and 26 interventions/projects. Client: Danida

2002 Chile. Feasibility study and business plan for a salmon processing center as a Chilean / Danish joint venture. Client: Private Company and nopef.

2002 Latvia. Feasibility study and business plan for a modern fish processing plant as a Latvian / Danish joint venture. Client: Private Company and nopef.

2002 Nicaragua. Danida Country Programme Evaluation. BELCO is responsible for aspects related to the macro-economic context and establishment of a project database for analytic purposes. Client: Danida

2001 Vietnam. Danida Country Programme Evaluation. BELCO was responsible of the evaluation of all aspects of the fisheries sector support programme. A total of 15 interventions in the public and private sector were covered. Client: Danida

2001 China. Henan Province. Xiaolangdi Multipurpose Dam Project. The dam site including a hydropower station has an investment value of Us$ 3.5 billion. The assignment included responsibility for the financial and economic audit of the entire structure and calculation of water and electricity tariffs. The financial status was assessed and the future financial sustainability of the dam and hydropower station evaluated on the basis of own models for projections of tariffs. The assignment further included an evaluation of the institutional and managerial capability, especially, as regards cost control and revenue collection. Finally, an assessment of the financial management system was made. The assignment was part of the completion report for a project that started 9 years ago. The dam site including a hydropower station has an investment value of Us$ 3.5 billion. . Client: The World Bank

2001- CEE Countries. BELCO is assigned as Finance and Investment Advisor. Activities under this contract represent a continuation of the work done under a 3.5 years fixed term contract with FAO EASTFISH. The main activities are to develop project concepts for donor funding in the 19 CEE memeber countries and to to assist the establishment of strategic partnerships and joint venture between companies in CEE countries and Western Europe/USA/Japan. Client: FAO EASTFISH

2000 Vietnam. "The Sustainable Shrimp Aquaculture / ICZM Project",Vietnam. BELCO assumed the role as Chairman of a FAO-EASTFISH tender evaluation committee. Client: UNOPS

2000 Denmark. Co-organiser of the “Salmon Summit 2000” for the key players of the European and Russian Salmon industry, and solely responsible for the organisation and execution of the subsequent “Investment Seminar” for the Russian IFAF organisation. Client: IFAF

1999 Bulgaria. FAO-EASTFISH assisted project to assess the feasibility study/business plan for a new plant for the processing of exportable Top Shell products. Responsibilities include identification of and negotiation with sources of equity and loan financing. Client: Private company

1999 Lithuania. FAO EASTFISH project to produce a feasibility study/business plan of a Danish/Lithuanian joint venture to establish a countrywide food distribution company. Responsibilities included an assessment of the suitability for supplementary equity funding via the IOE-Fund. Client: Private Company & nopef

1999 Albania. Contract responsible for the EASTFISH services under a sub-contract with IREPA, Italy, on the project: “Technical Assistance to the Fisheries Department. (N° 97 04 02 04 – ALBANIA).” EASTFISH services covered all activities as studies and execution of workshops within the following sub-components: Aquaculture, Fish Processing and Quality Assurance, and Fisheries Credit. 1998 Baltic Countries. Economist and HRD Expert on the FAO EASTFISH team for the project “Restructuring of the Canning Industry of the Baltic Countries”-study. Responsibilities included development of the project concept, project financing, design and implementation of a training programme focusing on the management aspects of SME development including as well preparation and assessment of investment proposals. Client: FAO TCP

1998 Denmark. Process Consultant on an evaluation and audit for DIFTA - an Applied Research and Technology Service Institute in the Fisheries sector. Responsibilities included the organization of the work of an international panel of experts, plus the drafting of the evaluation/audit report. Focus was on an evaluation of DIFTA’s ability to identify, establish, maintain, and commercialize areas of competence. An assessment of their relevance to the Danish fisheries industry and the international scene was also made. The evaluation further included an assessment of the income generating capacity and a project audit of DIFTA. Client: DADTI

1998 Georgia. Team leader on an FAO-EASTFISH project which led to the establishment of a joint venture between a Danish and 3 Georgian fish farmers and 1 hatchery to revitalise Georgia’s trout aquaculture industry. Responsibilities included a detailed feasibility study and busiplann, and negotiations with local and international sources of funding. Client: Private company & nopef

1997 Denmark. Process Consultant on a GTS evaluation of the Danish Institute for Fisheries and Aquaculture (DIFTA. Focus was on the ability to build and maintain competencies relevant to the fisheries sector in Denmark. Client. DADTI

1997-98 Croatia. Team Leader on a feasibility study for a Croatian/Danish joint venture in the trout sector. Client: Private client and nopef.

1997 Hungary. Event Organiser. Responsible for the arrangement and execution of a seminar on financing and investment in the fisheries sector, held in Budapest, with 60 participating organisations from the funding and banking sector in CEE and Western Europe. Client: EASTFISH

1994 China. Henan Province. Xiaolnagdi Multipurpose Dam Project. The BELCO responsilbilities includedd delveopment of a integrted macro.economic adn financial analysis simulation model for the resettlementcomponent of the project. The main focus was of the restructuring and expansion of 33 agro-processing and industrial projects aimed to provide job opportunites for the resettlees. A banking (credit line) system to handle the flow of investmtn funds and working capital was designed. Project investment value: US$ 460 Mio. Client: the World Bank.

1992-3 China. Xinjiang Province. The Tarim River Basin Environmental Project. The aim of the project was to find ways of how to replenish the Tarim River Basin with water and thereby prevent further desertification and shrinking of the Lop Noor lake. The BELCO responsibilities included development and execution of a large-scale integrated simulation model for macro-economic and financial analyses of 18 agricultural and agro-industrial activities plus a hydro power station. These investments were aimed to improve agricultural output and rural livelihood income. Project investment value: Us$ 125 million. Client: World Bank.
